I think that when it comes to getting ready for your throw, having to throw a towel out shouldn't be considered a foul. There are certain times of course like stepping out of the ring, you are taking action in the throw. If you do have a problem or saw someone do something that the referee didn't catch, it is best to tell your coach or talk to them on the side. You don't want to yell at the whom ever is running the event. They may be new or are a throws coach and know what they are doing.

In my day (80s) of throwing, you would have been considered a world-class jerk if you came sauntering in the ring with 2 discs. I have seen some meets where they brought THREE in. And these were not rookie throwers with rookie coaches, it was purposeful. Peeve.

I agree. It should not be a foul. Now if they set up with the foot on the ring, then initiate the throw, it should be called a foul. This an area I feel is not well understood. Throwing the towel out, or the t-shirt, entering the front of the ring, even entering and exiting the ring and reentering.

According to the NHFS rules clothing may be discarded after entering the ring.

Regardless of rules...Fouls should only be called when an athlete does something that gives him/her an unfair advantage or impedes the progress of another athlete.

I am an attorney who works with fairly complex legal issues daily. It is hard to imagine that the rules for a sport have become more complicated than the law! If most folks knew how difficult the rules are to interpret and apply I am sure there would be less volunteer officials. Seems to me the spirit of the rule should control which I would surmise is to place parameters on the throw to put everybody on an equal plane competitively. Hard to grasp how tossing a shirt out of the ring, a loose shoelace, or tapping the ring while setting up to throw would create an advantage to the athlete?! Am I missing something?
